His Excellency Caesar Chacha Waitara had the honour of delivering a eulogy on behalf of the High Commission of Tanzania in Windhoek for the late Professor Keto Elitabu Mshigeni at the University of Namibia, during a memorial service held in his honour on 25th March 2026 in Windhoek.
Professor Mshigeni served as Pro Vice Chancellor for Administration and Finance (1995 -1998), and later as the founding Pro Vice Chancellor for Academic Affairs and Research (1998 - 2001) at the University of Namibia, leaving a lasting imprint on the institution's growth and academic excellence.
The memorial service, organised by the University of Namibia, was attended by Professor Kenneth Matengu, Vice Chancellor, alongside distinguished academics and scholars.
